A programme of improvement works will be implemented commencing in March 2011 to upgrade the quality of the urban environment in Market Square to help prevent further decline in this area pending eventual redevelopment.The improvement works will include removal of the unattractive metal structures which presently house the market stalls but largely obscure the visibility of shops around the square. These will be replaced with a new market with more attractive traditional stalls.
There will also be landscaping works including trees, planting and seating to make the square more attractive (when it was first constructed in the 1950’s Stone Cross square was originally laid out with trees).
Works to the square will also create a play area for young children with seating for parents and a multi use events space is planned for a wide range of events which can be held in the market square. The former market café building adjoining the Rows which has been empty for a number of years is to be refurbished and will get a new lease of life for public uses, exhibitions and events in connection with the square.
Additionally landscaping works are planned to improve West Square. A pocket park will be created with trees, planting and seating to bring a little of Harlow’s famed green spaces into the town centre and create a pleasant place to sit.
Plans are also being drawn to improve the footpath route between the station and the town centre. This often causes confusion for visitors coming to the town for the first time and the intention is to provide clearer attractive signs to delineate an attractive route to the town centre for walkers and cyclists alike.
