Following the withdrawal by the selected developer Stockland from its programme of UK developments including Harlow, naturally there will have been some concerns over the future of redevelopment plans for the Stone Cross (Market Square) area of the town. However, much progress had been made by Stockland with its plans and the level of public support for the regeneration proposals had been extremely encouraging. At the last public consultation exercise, more than 90% of respondents had recognised the need for regeneration in the northern end of the town.
Building on this strong public support, the opportunity has been taken to re- examine the redevelopment proposals and consider more pragmatic ways of achieving the regeneration vision with a greater focus on deliverability in the current ‘challenging’ market conditions. An extensive design and viability review has been carried out and a number of alternative master plans have been produced and reviewed in terms of financial viability.
Harlow Council is committed to moving forward with the selection of a new development partner since town centre regeneration remains one of the Council's top priorities. Following Stockland’s withdrawal informal approaches have been received from both prospective development partners and major occupiers indicating a healthy level of interest in the town.
To ensure that a proper and fair selection process is adhered to Harlow Council will follow OJEU procedure and the timescale is for this process to commence in May 2011. Following submission of proposals, short listing, interviews and evaluation, the identity of a new preferred development partner should be announced by the Council in autumn 2011.
