Prentice Place

May 2010:  This regeneration scheme will be delivered in three phases, as detailed below. 

Phase 1 - Provision of new play & recreation facilities 
The construction of new facilities on Larkswood started in February 2010. Initial excavations uncovered archaeological remains understood to be of Roman origin. As a result, the works were put on hold to allow the archaeologists to undertake a comprehensive investigation, which lasted for eight weeks. The final report confirms the Roman origin of the remains, which consist of fragments of tiles from a 2nd or 3rd century kiln. 

The works resumed at the beginning of May and will provide a new multi-use games area, a water play feature and a new playground, scheduled to be completed by the end of July 2010. 

Phase 2 – Construction of a residential complex and new medical centre on Carter’s Mead 
Moat Homes, the housing association and registered social landlord (RSL) appointed to deliver the residential scheme, are in the process of organising a series of public consultation events designed to enable local residents to take part in the preparation of a detailed planning application, which aims to build on the overall principles of the 2008 proposal, which was granted outline consent in the same year.

A significant change to the 2008 scheme is that the community centre will be retained on its existing site. Moat Homes will publish a consultation timetable in due course. The new medical centre to replace Osler House will be delivered by Harlow Health Centres Trust (HHCT). 

Phase 3 – Redevelopment of Prentice Place 
This last phase of the regeneration project will deliver new homes and shops through the redevelopment of the existing site. This phase will start after the new medical centre has been built on Carter’s Mead.  

Overall indicative timetable:  
June – September 2010: public consultation events on Carter’s Mead development (organised by Moat Homes and PRP Architects) 
July 2010: opening of new play and recreation facilities on Larkswood (organised by Harlow Council) 
May – September 2010: one-to-one discussions with Prentice Place traders (organised by Harlow Council) 
November 2010: submission of detailed planning application for Carter’s Mead residential development (Moat Homes).

 

January 2009:  Outline Planning consent was granted at the 2 December 2008 Harlow Council Planning Committee. Harlow Renaissance and Harlow Council has now appointed Moat Homes to deliver the residential and retail elements of the scheme. Please see indicative timetable below. The new health centre to replace Osler House will be delivered by Harlow Health Centres Trust.
