MODE@Harlow is the new partnership between Moat, PRP Architects and Denne Construction. The partnership is now working with Harlow Council and Harlow Renaissance on the regeneration of three neighbourhood centres - Old Harlow, Clifton Hatch and Prentice Place. Over the last three months the partnership has been consulting with local residents on the first two of these sites with the final designs evolving to take into account their feedback on the issues important in their neighbourhood.
The development team started introductory consultations on the latest proposals in Clifton Hatch in July, followed by a first public exhibition in September. A second public exhibition will be held in mid December. A detailed planning application is scheduled for submission in January/February 2010. Two public exhibitions were held in Old Harlow in September and October 2009. The proposals received overall support and most residents felt they were much improved from the previous versions. A final information event will be held in mid December, with a detailed planning application being submitted early 2010.

Staple Tye
Harlow Council and Harlow Health Centres Trust are in the process of finalising land swap arrangements, which will allow a new health centre to be built on a site north of Southern Way and next to the Great Parndon Community Centre. The scheme will also deliver improved leisure facilities. The development team will hold consultations with the current tenants of Lister House, the patients’ forum and the Great Parndon Community Association and their user groups in late 2009 / early 2010. A detailed planning application will be submitted in summer/autumn 2010.
Prentice Place
Harlow Council and Harlow Health Centres Trust are in the process of finalising land swap arrangements, which will allow a new health centre to be built on Carter’s Mead. The development team will start a new round of public consultation events on the wider scheme including the regeneration of the Prentice Place retail and residential area and the new housing development on Carter’s Mead in early 2010.
Prentice Place Playground
Harlow Council has appointed a contractor to deliver the new playground. Consultation with local ward members, the Council’s Community Service, local community groups and Potter Street Primary School on the replacement of the paddling pool with a new water play feature took place between August - October 2009. The vast majority of consultees agreed in favour of paddling pool replacement with the new water play feature. The playground is scheduled for completion in spring 2010.
Harlow Enterprise Hub
Harlow Enterprise Hub was formally launched on 4 December 2008 by Lord Mandelson. In its first year of operation, the Hub achieved 27% occupancy (net lettable space) with 20 of its 52 offices occupied. The tenants vary from IT, computing and audio-visual to training, recruitment and events management. The Hub is also home of the Harlow & District Chamber of Commerce and the Business Link. The Hub offers excellent conference facilities, which have also attracted a wide range of users. In the first nine months of this year there were over 100 conferences held at the Hub.
