This project aims to regenerate a local neighbourhood centre in order to provide high quality housing and shopping facilities for the local community. This will be achieved by reconsidering existing land uses in order to enhance the potential of the area, by providing new housing, quality retail space, and a well designed open space.
The project has enabled the creation of a plan to provide a more effective use of space, deliver significant additional housing and create a better quality local neighbourhood centre.
Why it is important that the project is delivered:
Clifton Hatch is an important local retail centre for its neighbourhood in Harlow’s key Southern Corridor. The project will enable the targeted area to regain its place as a vibrant local neighbourhood centre, and address its current negative image through the delivery of high quality buildings and open spaces.

Outline planning application approved for the delivery of:
- 33 residential units (29 flats and 4 houses)
- 210 sqm of retail space
Indicative timetable:
- Appointment of a preferred housing developer – February-March 2009
- Consultation with local community on detailed designs (housing and retail) – July - September 2009
- Submission of detailed planning application (housing and retail) – October 2009
- Works starts on site – Early 2010 (subject to full planning permission)
