Further Steps on the Road to Regeneration
Two projects enabled by the Government’s Growth Area Fund (GAF) Round 2 which will help transform aspects of Harlow have taken considerable steps forward in the past two weeks.
Clifton Hatch will undergo a complete make-over following the approval of an Outline Planning Application by the Council’s Planning Committee on 26 February 2008. The existing neighbourhood hatch comprising three shop units (one unused), 3 housing units, another empty building and unoccupied garages, will be replaced by the relocation of new retail units to the front of the development, a mix of houses and flats in keeping with the existing area and private gardens for both. In addition, further parking will be provided for the residents of Upper Mealines, traffic calming measures in Trotters Road will be reviewed and a contribution will be made to the British Legion for further community activities.
The submitted design was produced as a result of extensive consultation with local residents and traders around Clifton Hatch. Following a public meeting and one-to-one meetings, thirty local residents joined the Local Project Group and were instrumental in helping define the indicative style including housing mix, density and height of buildings.
The Council will shortly begin the process to appoint a developer for the scheme but in the meantime the houses and garages are in the final stages of being demolished, ready for the redevelopment of the neighbourhood.

At the same time work has also begun on an exciting new opportunity for small entrepreneurs and start-up businesses seeking accommodation in Harlow. Contractors T J Evers have now started refurbishment work on Great Eastern House on Edinburgh Way (formerly occupied by Nortel) to create the first Business Incubation Centre for the town. With a full refit, the addition of a glass atrium running the full height of the building and creation of individual units, the building will be undergoing a dramatic change.
The Harlow Business Incubation Centre will provide a modern, supportive working environment for individuals or small partnerships taking their first steps in starting or developing their new business. It will also provide a prime location for small established business looking for premises as a platform for growth. Alongside affordable accommodation, businesses will have access to tailored business support on the premises.
Refurbishment of Great Eastern House is due to be completed by early Autumn 2008. The tendering process for the Management Operating Company is currently underway with an appointment due to be announced late April 2008.
