There have been important changes to the Harlow Town Centre North Partnership that affect the original timetable. Stockland, the Australian-based development company is, in line with challenges created by the global economic downturn, undertaking a withdrawal from the UK. Stockland has now confirmed that it will also be withdrawing from the Town Centre North project.
Both Harlow Council and Harlow Renaissance are working closely with their partners to ensure that the Town Centre scheme is able to go ahead following Stockland’s withdrawal and will be looking to procure a new development partner to deliver the scheme.
The development partnership have made excellent progress with the scheme to date - refining the design, addressing the issues raised in consultation such as traffic management and parking, and working with a number of key retailers and leisure operators who are interested in taking space in the revitalised town centre.

After a competitive bidding process Harlow Renaissance has secured £150,000 from English Heritage for a conservation project which aims to support regeneration of Old Harlow’s High Street and increase footfall to the area. The initiative, supported by Harlow Council and Essex County Council, will fund a series of works on buildings to reinstate lost features such as traditional windows, doors, signs and and shopfronts. Focussing on the High Street and the Gibberd buildings, traders can apply for a grant of up to 75% of the cost of eligible works.
Running over a five year period the project will be managed by Harlow Renaissance, with support from Harlow Council and Essex County Council’s Historic Buildings and Monuments team.
Detailed discussions are now taking place with traders and lease holders with the first projects likely to start this autumn subject to Planning Consent.
