Anglia Ruskin University Funding Confirmed

Over the last month the eagerly awaited development of a University in Harlow has moved towards reality with the confirmation of funding from the East of England Development Agency and the Higher Education Funding Council. This now ensures that Anglia Ruskin University can proceed with the development of the building in 2010, in partnership with Harlow College, with the first students to be in place for the autumn term of 2011.

Harlow Renaissance has worked with its partners to lobby for this funding and we are delighted that Harlow will now see the University development take place. Alongside the re-development of the town centre this is a major boost for the town and will provide significant opportunities for local people and businesses.

Current Economic Climate - State of the Sub-region

The November Harlow Renaissance Board meeting featured a discussion on the current economic climate and the constraints that we currently face but identified a range of actions to maintain the town’s regeneration momentum.

Current key economic indicators include:
• The last quarter of 2008 and first quarter of 2009 saw sharply rising unemployment in Harlow with the rate climbing to 5.3%, approximately twice that across the rest of west Essex. However, the rate has declined over the last two quarters suggesting that perhaps the worst of the recession is over.
• 21% of Harlow’s male employment is still within the manufacturing sector, accounting for the higher than average unemployment figures here.

Harlow Town Centre North

Following the successful consultation exercise on the draft masterplan during the summer and autumn, the development team have been busy reviewing the comments received and refining the plan. We have also taken the opportunity to display the plans and model to other audiences. Over the last two months Essex County Council has hosted an exhibition of the plans, we have presented the proposals to the EEDA Board and the Harlow Enterprise Hub has displayed the model to provide more opportunities for comments to be made.

Also during this period the developers, Stockland, have been engaging in dialogue with potential retail and leisure occupiers. These have progressed well and it is hoped to be able to make some announcements on these early in the New Year. Alongside this, discussions continue with other landowners in the town centre.

We now hope to conclude the design process by the end of January 2010, with a full Development Agreement between Harlow Council and Stockland to be signed in March. It is then expected that a planning application will be submitted in late summer of next year, accompanied by further consultation on the plans. We are then still on course to complete this exciting scheme in phases between 2012 and 2015.

Harlow to Build on Design Heritage

Harlow Renaissance and Harlow Council have appointed London based consultants Urban Initiatives to produce a Design Guide for Harlow. The Design Guide will seek to restore Harlow’s historic reputation for high quality, contemporary architecture and design by improving design standards and influencing the quality of development in Harlow.

Harlow has a history of award winning design originating from its master planner Sir Frederick Gibberd. Now with a housing delivery target of up to 16,000 new dwellings by 2021 there is a commitment amongst Harlow partners to bring about transformational change in Harlow by once again raising aspirations and ambitions with regards to design.

Growth Area Fund II Update

MODE@Harlow is the new partnership between Moat, PRP Architects and Denne Construction. The partnership is now working with Harlow Council and Harlow Renaissance on the regeneration of three neighbourhood centres - Old Harlow, Clifton Hatch and Prentice Place. Over the last three months the partnership has been consulting with local residents on the first two of these sites with the final designs evolving to take into account their feedback on the issues important in their neighbourhood.

The development team started introductory consultations on the latest proposals in Clifton Hatch in July, followed by a first public exhibition in September. A second public exhibition will be held in mid December. A detailed planning application is scheduled for submission in January/February 2010. Two public exhibitions were held in Old Harlow in September and October 2009. The proposals received overall support and most residents felt they were much improved from the previous versions. A final information event will be held in mid December, with a detailed planning application being submitted before Christmas 2009.

West Square Transformed by Colour

Harlow town centre has recently received a much needed face lift courtesy of the Window Works project. London-based artist Henna Nadeem has created site-specific, large scale vinyl window installation situated in three vacant units in West Square.
