Regeneration of Clifton Hatch, Prentice Place and Old Harlow has taken a major step forward with the appointment of Moat Homes Ltd as the preferred developer for the redevelopment of residential, retail and community facilities. When complete, the three schemes will provide 146 new homes, of which nearly a half will be affordable.
The selection was agreed by Harlow Council’s Policy & Resources Committee last week (12 February 2009), subject to the signing of a development agreement between the two parties. The developer will now work closely with the Council and Harlow Renaissance to draw up designs and plans for each area. The extensive consultation work, which has already taken place at the Outline Planning Application stage, will now be followed with further public consultation with residents and traders on the detailed design.
All three areas have been identified for major neighbourhood regeneration under the Growth Area Funding projects. The schemes will provide new housing, parking facilities, retail and community facilities. Enabling works at the three sites have been completed and outline planning permission has been obtained for Clifton Hatch and Prentice Place.
Councillor Simon Carter, Chairman of the Council’s Policy & Resources Committee, said:
“Appointing a preferred developer is an important stage in regenerating these neighbourhood areas. These projects will deliver vital new housing, parking, retail and community facilities and are very important schemes for making a difference to local people’s everyday lives.”

“Harlow Renaissance is delighted to be able to recommend Moat Homes as the preferred developer for these schemes. They have an excellent track record and have produced some exciting proposals for how they will deliver the creation of new housing, shops and community facilities. We look forward to working with Moat on the consultation on the detailed design proposals and then seeing these projects built over the next couple of years to provide much needed new housing for Harlow.”
New community and health facilities at Staple Tye and the development of Harlow Enterprise Hub are also part of the Growth Area projects.
