Enterprise Strategy

An Enterprise Strategy for Harlow was developed by Harlow Renaissance in 2007 and was established as the fifth theme within our Business Plan for 2008/09. The aim of the strategy is to secure the growth of a vibrant Small and Medium Enterprise (SME) sector in Harlow and provide increased opportunities for higher level employment.

There are three broad themes for our activity on supporting businesses and assisting the growth of the local economy:

  1. Developing a greater culture of entrepreneurship within Harlow
  2. Supporting the growth of existing major companies in Harlow through an active programme of engagement. This is being developed between Harlow Renaissance, Harlow Council, ExDRA and East of England International to ensure a co-ordinated programme of engagement and support at the local, county and regional level
  3. Developing Harlow’s inward investment offer and enabling the attraction of new companies. This is being carried forward in a number of ways;
    1. the Employment Land Utilisation Study, which will identify the capacity and sites for additional employment creation
    2. the Stansted Airport Study which will identify opportunities for business expansion related to the airport
    3. the production of an inward investment pack to outline Harlow’s offer as an attractive location for business
